The Site Selection Data Standards spreadsheet
offered as a guide by the International
Economic Development Council suggests that a community should
promote underutilized or surplus government-owned real estate to prospects
when the opportunity arises. For examples, a number of places in the
US have overcome the negative economic impacts military-base-closings.
